JUDGE TODD C. HILBIG

Judge Todd Hilbig was appointed to the Third District Court by Governor Spencer Cox in 2025. He serves Salt Lake, Tooele, and Summit counties and is currently assigned to the West Jordan Courthouse. He earned a bachelor’s degree in economics from Brigham Young University, graduating with University Honors. He received his Juris Doctor in 1999 from the J. Reuben Clark Law School, where he served as Editor-in-Chief of the Journal of Public Law. After law school, Judge Hilbig joined a prominent law firm in downtown Salt Lake City, where he practiced for nineteen years as an associate and later as a partner and shareholder. During that time, he developed a broad civil litigation practice, handling trial and appellate matters on behalf of individuals, professionals, local and regional businesses, and Fortune 500 companies. His practice spanned Utah’s district and appellate courts as well as federal court, and in 2018 he was admitted to the Federation of Defense & Corporate Counsel. In addition to his legal work, Judge Hilbig was a part-owner of a commercial real estate development company for several years and volunteered extensively with a variety of non-profit organizations. From 2018 until his judicial appointment, Judge Hilbig served in the Department of Justice as an Assistant United States Attorney in the U.S. Attorney’s Office for the District of Utah. In that role, he represented the United States in federal district court and before the Tenth Circuit Court of Appeals. He also served for several years as the Ethics Advisor for the U.S. Attorney’s Office in Utah, working closely with the General Counsel’s Office of the Executive Office for U.S. Attorneys in Washington D.C.      1/26
