(a) Any parent, guardian, or custodian of aminor who willfully fails or refuses to produce the minor in court in responseto a summons or order of the court may be proceeded against for contempt ofcourt pursuant to Title 78B, Chapter 6 Contempt. Any person made the subject ofa court order who willfully fails or refuses to comply with the order may beproceeded against for contempt of court.
(b) Contempt proceedings involving conductoccurring out of the presence of the court shall be initiated by a motion foran order by the court that the person alleged to be in contempt be ordered toappear and show cause why he should not be found in contempt and punished asprovided by law. Such motion must be accompanied by an affidavit setting forththe conduct alleged to constitute the contempt. Such motion may be filed by anyparty to the proceeding or by an officer of the court.
(c) The court may issue a warrant for thearrest of any person who has failed to appear in response to a summons. Uponappearance, the court may find such person in contempt of court unless itappears that there was reasonable cause for the failure to obey the summons.
