Rule 15-502. Definitions.
As used in this article:
(a) "Bar" meansthe Utah State Bar;
(b) "Board" meansthe Board of Commissioners of the Utah State Bar;
(c) "Committee"means the Ethics and Discipline Committee of the Utah Supreme Court;
(d) "complainant"means the person who files an informal complaint or the OPC when the OPCdetermines to open an investigation based on information it has received;
(e) "formalcomplaint" means a complaint filed in the district court allegingmisconduct by a licensed paralegal practitioner or seeking the transfer of alicensed paralegal practitioner to disability status;
(f) "informalcomplaint" means any written, notarized allegation of misconduct by orincapacity of a licensed paralegal practitioner which also contains averification attesting to the accuracy of the information provided;
(g) ?Lawyer Rule? or ?LawyerRules? means the rules of Lawyer Discipline and Disability in Chapter 14,Article 5 of the Rules of Professional Practice of the Supreme Court.
(h) "NOIC" meansNotice of Informal Complaint sent to the respondent after a preliminaryinvestigation;
(i) "OPC" meansthe Bar's Office of Professional Conduct;
(j) "OPC counsel"means senior counsel and any assistant counsel employed to assist senior counsel;
(k) "respondent"means a licensed paralegal practitioner subject to the disciplinaryjurisdiction of the Utah Supreme Court against whom an informal or formalcomplaint has been filed;
(l) "Licensed ParalegalPractitioner Rules of Professional Conduct" means the rules in Article 12,Licensed Paralegal Practitioner Rules of Professional Conduct;
(m) ?Rule? means, exceptwhere indicated otherwise, one of the rules of Licensed Paralegal PractitionerDiscipline and Disability;
(n) "screeningpanel" means members of the Committee who participate in hearings and makedeterminations under Rule 15-503;
(o) "seniorcounsel" means the lawyer appointed by the Board to manage the OPC; and
(p) "SupremeCourt" means the Utah Supreme Court.
