Rule 15-501. Purpose, authority,scope and structure of licensed paralegal practitioner disciplinary anddisability proceedings.

(a) The purpose of licensedparalegal practitioner disciplinary and disability proceedings is to ensure andmaintain the high standard of professional conduct required of those whoundertake the discharge of professional responsibilities as licensed paralegalpractitioners and to protect the public and the administration of justice fromthose who have demonstrated by their conduct that they are unable or unlikelyto properly discharge their professional responsibilities.

(b) Under Article VIII,Section 4 of the Constitution of Utah, the Utah Supreme Court has exclusiveauthority within Utah to adopt and enforce rules governing the practice of law.

(c) All disciplinaryproceedings shall be conducted in accordance with this article and Article 6,Standards for Imposing Licensed Paralegal Practitioner Sanctions. Formaldisciplinary and disability proceedings are civil in nature. These rules shallbe construed so as to achieve substantial justice and fairness in disciplinarymatters with dispatch and at the least expense to all concerned parties.

(d) The interests of the public, the courts, and the legalprofession all require that disciplinary proceedings at all levels beundertaken and construed to secure the just and speedy resolution of everycomplaint.
