To assure that persons affected by Council policies have sufficient time to conform their practice to the policy.
Applicability:
This rule shall apply to all rules of the Council.
Statement of the Rule:
Except as provided by this rule and by Rule 2-205, rules adopted by the Council shall be effective upon the date of publication of the rule in a regularly published law reporter service. The Council may establish the effective date of a rule as a date certain following the date of publication.
