THIRD DISTRICT COURT JUDGES


PRESIDING JUDGE ROBERT K. HILDER

Judge Robert K. Hilder was appointed to the Third District Court by Gov. Michael O. Leavitt and took office on August 1, 1995. He serves Salt Lake, Summit, and Tooele counties. Judge Hilder emigrated from Australia in 1977, and has lived in Utah since that time. He received a bachelor’s degree from the University of Utah, where he was elected to Phi Beta Kappa, and subsequently received a law degree from the University’s College of Law in 1984, where he served on the Utah Law Review for two years. After clerking part-time during law school with Christensen & Jensen, he joined the firm first as an associate, and successively shareholder, director, and managing director. His practice stressed civil litigation, covering many subject matters. Judge Hilder’s service in the judiciary includes: the Judicial Performance Evaluation Committee (1998-2001); the Utah Judicial Council and the Council’s Management Committee (2001-2007); Associate Presiding Judge, Third District (2005-2007), and Presiding Judge (2007- present); District Court representative, Executive Committee, Family Law Section of the Utah State Bar (2005-2007); and member of the Grand Jury Panel of Judges (1998-2007). He also teaches pre-trial practice at the S.J. Quinney College of Law. 09/09

ASSOCIATE PRESIDING JUDGE ROYAL I. HANSEN

Judge Royal I. Hansen was appointed to the Third District Court in July 2003 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. Judge Hansen received a law degree from the University of Utah College of Law in 1975. He was a law clerk for Judge Frank Q. Nebeker of the District of Columbia Court of Appeals from 1975 to 1976. Judge Hansen practiced with the law firm of Moyle & Draper from 1976 to 2003. He was admitted to practice in the District of Columbia and Utah. Judge Hansen is the Associated Presiding Judge of the Third District Court. He currently serves as a member of the Utah Supreme Court Advisory Committee for the Rules of Professional Conduct, the Supreme Court Committee on Civility and Professionalism, and as the chair of the Judicial Council’s Alternative Dispute Resolution Committee. Judge Hansen is a commissioner on the Utah Judicial Conduct Commission. He is the founding judge of the South Valley Felony Drug Court. Judge Hansen is a member of the Aldon J. Anderson American Inn of Court. 9/09

JUDGE ROBERT W. ADKINS

Judge Robert W. Adkins was appointed to the Third District Court in March 2005 by Gov. Olene Walker. He serves Salt Lake, Summit, and Tooele counties. In 1971, Judge Adkins volunteered as a law clerk for Third District Court Judge D. Frank Wilkins. He received his law degree from the University of Utah College of Law in 1972. Judge Adkins worked at the Salt Lake County Attorney’s Office, Roe & Fowler law office, Adkins and Christiansen law office, and was the Summit County attorney from 1975 until his appointment to the bench. He is a past member of the National District Attorney’s Association and is a member of the Utah State Bar and the Salt Lake County Bar. He served 10 years as a small claims court judge in Summit County. Since 2006, he has served on the Salt Lake County Children's Justice Center Advisory Board. 9/09

JUDGE JUDITH S.H. ATHERTON

Judge Judith S.H. Atherton was appointed to the Third District Court in August 1995 by Gov. Michael O. Leavitt. She serves Salt Lake, Summit, and Tooele counties. Judge Atherton received a juris doctor from the University of Utah College of Law in 1983. She has served as staff counsel for the Legal Aid Society of Salt Lake and as an Assistant Attorney General in the Criminal Appeals Division. Judge Atherton has been co-chair of the Standing Committee on Children and Family Law, served on the Committee for Improvement of Jury Service, and the Board of District Court Judges. Currently, she is a member of the Commission on Criminal and Juvenile Justice and the Utah Judicial Council. She also sits on the Council's Management Committee. Judge Atherton is assigned to the criminal division of the Third District Court and since 2004 has supervised the Third District Mental Health Court, a calendar that addresses the needs of mentally ill defendants in the criminal justice system. 9/09

JUDGE WILLIAM BARRETT

Judge William W. Barrett was appointed to the Third District Court in January 1996 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. Judge Barrett received a law degree from the University of Utah College of Law in 1973. He was a shareholder and treasurer with the law firm of Kipp & Christian at the time of his appointment to the bench. Judge Barrett was an associate and partner with the law firm of Marsden Orton & Liljenquist from 1979 to 1984. He was an assistant attorney general from 1973 to 1979. Presently he is an associated with the American Board of Trial Advocates. Judge Barrett served on the Online Court Assistance Program Policy Board, as a member and chair of the Board of District Court Judges, and as the associate presiding judge in the Third District Court. Judge Barrett currently serves on the Model Utah Jury Instructions Drafting Committee. He completed his term on the Utah Judicial Council in September 2008. 09/08

JUDGE ANN BOYDEN

Judge Ann Boyden was appointed to the Third District Court in November 1997 by Gov. Michael O. Leavitt. She serves Salt Lake, Summit, and Tooele counties from the Scott M. Matheson Courthouse in Salt Lake County. The bulk of Judge Boyden’s calendar involves criminal felony cases; but also includes substantial civil and misdemeanor components. Judge Boyden presided over the Domestic Violence Court in the Third District from 2000 to 2002, the Probate Court in 2004, and the Debt Collection Court in 2005. She received a law degree from the University of Utah College of Law in 1987; and was deputy district attorney for Salt Lake County from 1987 to 1997. She was a member of the Council for Special Education for the Salt Lake City School District from 1987 to 1989, and the Salt Lake County Children’s Justice Center Advisory Board from 2000 to 2006. Judge Boyden currently serves on the Utah Supreme Court’s Advisory Committee on Professionalism, the Utah State Children’s Justice Center Advisory Board, and the Uniform Fine and Bail Schedule Committee. 4/06

JUDGE TERRY L. CHRISTIANSEN

Judge Terry L. Christiansen was appointed to the Third District Court in July 2000 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. He received his law degree from the University of Utah School of Law in 1975. At the time of his appointment to the bench, Judge Christiansen was the chief deputy Summit County attorney, a Park City prosecutor, and was in private practice with the law firm of Adkins & Christiansen. Judge Christiansen started his legal career with the law firm of Roe & Fowler in Salt Lake City. Judge Christiansen has 25 years experience as a private attorney and more than 20 years experience as both a county attorney and city prosecutor. He also served 10 years as a small claims judge. Judge Christiansen serves on the Board of District Court Judge, the Utah Sentencing Commission, the State Court’s Grand Jury Committee, the State Law Library Committee, and the Third District Administrative Committee. He is a former member of the Utah Sexual Violence Council. 9/08

JUDGE MICHELE M. CHRISTIANSEN

Judge Michele M. Christiansen was appointed to the Third District Court in May 2007 by Gov. Jon M. Huntsman, Jr. She serves Salt Lake, Summit, and Tooele counties. At the time of her appointment, Judge Christiansen was general counsel to Gov. Huntsman. Judge Christiansen received a law degree from the University of Utah College of Law in 1995. She then served as a judicial law clerk for one year with the Honorable Tena Campbell, United State District Court Judge for the District of Utah, following which she joined the Salt Lake law firm of Parsons Behle & Latimer. In March 1998, Judge Christiansen joined the United State Attorney’s Office, District of Utah, as an Assistant United States Attorney. In January 2005, she was appointed executive director of the Utah Commission on Criminal and Juvenile Justice. Judge Christiansen co-chaired the Utah Methamphetamine Joint Task Force and chaired the Utah Sexual Violence Council. She served as a member of the Guardian Ad Litem Oversight Panel, the Utah Sentencing Commission Executive Committee, the Utah Substance Abuse and Anti-Violence Coordinating Council, the Governor’s Violence Against Women and Families Cabinet Council, the Initiative on Utah Children in Foster Care, the Salt Lake County Bar Association Executive Committee, and the Access to Justice Council. Judge Christiansen currently serves on the Utah Supreme Court Advisory Committee on the Rules of Criminal Procedure as well as the Children’s Justice Advisory Committee. 09/09

JUDGE LEON ANTHONY DEVER

Judge L.A. Dever was appointed to the Third District Court in August 1995. He serves Salt Lake, Summit, and Tooele counties. Judge Dever received a law degree from the University of Houston Law School in 1975. His first position was with the firm of Stephens & Associates in Houston. He moved to Salt Lake and in 1976 as a solo practitioner, and then worked as a prosecutor from 1978 to 1982 in the Salt Lake County Attorney's office. He was a partner in the Vernal law firm of McRae & DeLand from 1982 to 1987. Judge Dever accepted a position as Assistant Attorney General and for the next eight years served in several capacities in the Attorney General's Office, including that of Deputy Solicitor General. At the time of his appointment to the bench, Judge Dever was serving as Chief of the Public Affairs Division in the Attorney General's Office. 9/09

JUDGE ROBERT P. FAUST

Judge Robert P. Faust was appointed to the Third District Court in January 2007 by Gov. Jon M. Huntsman, Jr. He serves Salt Lake, Summit, and Tooele counties. Judge Faust received a law degree from the J. Reuben Clark College of Law at Brigham Young University in 1982. After graduation, Judge Faust joined the law firm of Nielsen & Senior as an associate and shareholder where he had a diverse litigation practice until 1996. At that time he established a solo practice and became counsel for the United States Postal Service. In 1999, Judge Faust became a Special Assistant United States Attorney for the District of Utah. He was also admitted to practice before the United States Supreme Court and has served on the Utah Supreme Court Ethics & Discipline Committee and Utah Supreme Court Task Force on Bar Governance Issues. Before his appointment to the bench, Judge Faust served as president of the Federal Bar Association and has been a member of the Federal Bar Association National Council and Federal Bar Foundation; American Trial Lawyers Association; American Bar Association Litigation, Real Property and Estate Planning Sections, and of the Utah State Bar Litigation Section, Courts and Judges Committee, Natural Resources Section, Real Property Section, Continuing Legal Education Committee and Mid-Year Meeting Committee. Judge Faust has also served on the Advisory Board for Foster Care, Division of Family Services, and as Judge Pro Tempore, Third Judicial Circuit Court of Salt Lake County. 12/06

JUDGE JOSEPH C. FRATTO, JR.

Judge Joseph C. Fratto, Jr. was appointed to the Third District Court in January 1997 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. Judge Fratto received his law degree from the University of Utah College of Law in 1975. Prior to his appointment to the bench, he was an attorney with the law firm of Fratto & Fratto. From 1975 to 1979 he was with the Salt Lake Legal Defenders Association and prior to that he was a Research Assistant Analyst and Consultant for the Division of Courts Administration in the Law Enforcement Planning Agency of the Department of Public Safety. Judge Fratto has also taught in the paralegal programs at both Westminster College and Salt Lake Community College. 9/05

JUDGE STEPHEN L. HENRIOD

Judge Stephen L. Henriod was appointed to the Third District Court in November 1994 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. Judge Henriod received a law degree from the University of Utah College of Law in 1975. He was in private practice from 1975 until he took the oath of office in January 1995. Judge Henriod is a member of the Sutherland Inn of the American Inns of Court and is a past member of the Association of Trial Lawyers of America and the American Arbitration Association Panel of Arbitrators, and a past member of the Board of District Court Judges. Judge Henriod has served on the Supreme Court's Advisory Committee on Criminal Jury Instructions and the Supreme Court’s Advisory Committee on Civil Jury Instructions. Judge Henriod is one of the Third District judges who presides over Drug Court. 3/08

JUDGE CONSTANDINOS HIMONAS

Judge Constandinos "Deno" Himonas was appointed to the Third District Court in June 2004 by Gov. Olene Walker. He serves Salt Lake, Summit, and Tooele counties. Judge Himonas graduated Magna Cum Laude and Phi Beta Kappa from the University of Utah in 1986 and received his Juris Doctorate from the University of Chicago in 1989. Upon graduating from law school, Judge Himonas returned to Utah and spent 15 years working as a litigator for the law firm of Jones, Waldo, Holbrook, and McDonough, where he focused on complex civil litigation. Judge Himonas is a past chairperson of the Litigation Section of the Utah State Bar. He currently serves on the Code of Judicial Conduct Committee and the Criminal Jury Instructions Committee. 09/09

JUDGE GLENN K. IWASAKI

Judge Glenn K. Iwasaki was appointed to the Third District Court in July 1992 by Gov. Norman H. Bangerter. He serves Salt Lake, Summit, and Tooele counties. Judge Iwasaki graduated in 1971 from the University of Utah College of Law and served as a Deputy Salt Lake County Attorney. He was also trial attorney for the Salt Lake Legal Defenders Association and was a partner in the law firm of Collard, Pixton, Iwasaki & Downes. Judge Iwasaki has been an adjunct professor of Law at the University of Utah and has served on the Board of Trustees, University of Utah College of Law Alumni Association, and chair of the Youth Parole Authority. During his tenure as deputy Salt Lake County attorney, he served as unit chief for the Special Victims Prosecution Unit. Judge Iwasaki has served as a member of the Utah Supreme Court Advisory Committee on the Rules of Criminal Procedure, the Utah Task Force on Racial and Ethnic Fairness in the Judicial System, the Committee on Improving Jury Service, and the KUED Board. He is a Fellow of the American Bar Foundation and a recipient of the Raymond S. Uno Award in 2007 and the Judge of the Year Award in 2008 from the Utah State Bar. 09/08

JUDGE JOHN PAUL KENNEDY

Judge John Paul Kennedy was appointed to the Third District Court in November 2004 by Gov. Olene Walker. He serves Salt Lake, Summit, and Tooele counties. Judge Kennedy graduated with honors from Harvard University in 1963. In 1966, he received a Juris Doctor degree from Stanford University Law School where he was selected on the basis of his academic standing to be a member of the Board of Editors of the Stanford Law Review. He practiced law in Chicago, Illinois, from 1966 until 1972 with the firm of Seyfarth, Shaw, Fairweather & Geraldson. In Utah, Judge Kennedy was a partner in the law firms of Boyden & Kennedy, Nielson & Senior, and Edwards, McCoy & Kennedy, and was of-counsel to Durham Jones & Pinegar. During his career, his practice focused on labor law, employment relations, and Indian affairs. He served as attorney general or assistant attorney general for seven Indian tribal governments. Prior to his appointment to the bench, Judge Kennedy devoted three years doing volunteer service in St. Petersburg, Russia. Judge Kennedy is a regional director of the Harvard Alumni Association representing the U.S. Southwest Region (Utah, Nevada, Arizona, and New Mexico) and is a member of the local and international Harvard Schools & Scholarship Committee. He is a member of the Utah State Bar Association and the Salt Lake County Bar Association. 3/08

JUDGE MARK S. KOURIS

Judge Mark S. Kouris was appointed to the Third District Court in April 2006 by Gov. Jon M. Huntsman, Jr. Judge Kouris serves Salt Lake, Summit, and Tooele counties. Judge Kouris received his law degree from the University of Utah in 1993. Prior to attending law school, Judge Kouris received a Masters Degree in Business Administration. He worked in upper management for Procter & Gamble before starting and managing a packaging and shipping company. After selling the company, Judge Kouris worked as an Assistant Utah Attorney General before serving as a Deputy District Attorney for six years where he prosecuted gang felonies. Judge Kouris then joined the Utah Federal Defender's Office where he worked for the five years before being appointed to the bench. 6/06

JUDGE DENISE P. LINDBERG

Judge Denise Posse Lindberg was appointed to the Third District Court by Gov. Michael O. Leavitt, effective November 1998. Judge Lindberg earned masters and doctoral degrees from the University of Utah. She practiced social work before receiving her J.D., magna cum laude from Brigham Young University in 1988, where she was articles editor of the Law Review. She clerked for the Honorable Monroe G. McKay, U.S. Tenth Circuit Court of Appeals, and for the Honorable Sandra Day O’Connor, Supreme Court of the United States. Judge Lindberg practiced appellate and healthcare law in Washington, D.C. and in Salt Lake City before her appointment to the bench. She has served on various Utah Bar committees including the Legal/Healthcare committee, the Courts and Judges Committee, and the Ethics Advisory Opinion Committee. She chairs the Utah Supreme Court’s Advisory Committee on Criminal Jury Instructions and is one of five judiciary members statewide trained as a science and technology resource judge. In May 2000, Judge Lindberg was elected a member of the American Law Institute (ALI). She is currently an Adviser to ALI’s Model Penal Code: Criminal Sentencing Reform Project. She is a Master of the Bench with the American Inns of Court. 9/08

JUDGE BRUCE C. LUBECK

Judge Bruce C. Lubeck was appointed to the Third District Court in May 2001 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. He received a law degree from the University of Utah College of Law in 1971. At the time of his appointment to the bench, Judge Lubeck was an Assistant U.S. Attorney having served in that capacity since 1981. Prior to this, he was in private practice and was also employed by the Salt Lake Legal Defender Association. He has been adjunct faculty member at Salt Lake Community College and the University of Utah S.J. Quinney College of Law. 9/09

JUDGE PAUL G. MAUGHAN

Judge Paul G. Maughan was appointed to the Third District Court by Gov. Michael O. Leavitt in December 1998. He serves Salt Lake, Summit, and Tooele counties. Judge Maughan is a member of the Utah Judicial Council and is the Associate Presiding Judge of the Third District Court. He is a former chair and member of the Board of District Court Judges. He serves on the Utah Supreme Court’s Advisory Committee on the Code of Professional Conduct, the State of Utah Sentencing Commission, and is a member of the A. Sherman Christensen Inn of Court. At the time of his appointment to the bench, Judge Maughan was a deputy district attorney for Salt Lake County assigned to the civil division. He is a former chair of the State’s Career Service Review Board, a former associate in the law firm of Bradley, Arrowsmith & Jackson, and a former assistant city attorney for Salt Lake City. He graduated from the University of Utah College of Law in 1974. Judge Maughan has served on the Courts and Judges Committee and the Alternative Dispute Resolution Committee of the Utah State Bar, and as a member of the Executive Committee of the Bar’s Litigation Section. 09/08

JUDGE TYRONE E. MEDLEY

Judge Tyrone E. Medley was appointed to the Third District Court in December 1992 by Gov. Norman H. Bangerter and to the Third Circuit Court in July 1984 by Gov. Scott M. Matheson. He serves Salt Lake, Summit, and Tooele counties. He received a law degree from the University of Utah College of Law in 1977. Judge Medley was a research attorney for the Third District Court and a Deputy Attorney for Salt Lake County. He was an associate with the law firm of Cotro-Manes, Warr, Green & Shand. He is a former member of the Utah Supreme Court Advisory Committee on Criminal Procedure, the Utah Sentencing Commission, and co-chair of the Task Force on Racial and Ethnic Fairness. He has served as a member of the Board of Directors of the Crimson Club and the Salt Lake Boys and Girls Club Board. He is a Fellow of the American Bar Association and a member of the Intermountain Urban Central Region Board of Trustees. He received the NAACP Albert B. Fritz Award in 1996, the Utah State Bar Judge of the Year Award in 1998, and the Utah State Bar Raymond S. Uno Award in 2000. Judge Medley is a former member of the Utah Supreme Court Advisory Committee on Criminal Procedure, the Alternative Dispute Resolution Team, and the Board of District Court Judges. He was introduced into the Crimson Club Hall of fame in 2000. 05/08

JUDGE SANDRA N. PEULER

Judge Sandra N. Peuler was appointed to the Third District Court in May 1994 by Gov. Michael O. Leavitt. She received a law degree from the University of Baltimore in 1977, and is a member of the Maryland State Bar and Utah State Bar. Prior to her appointment, Judge Peuler was a court commissioner in Third District Court for 12 years. She is a former member of the Children’s Justice Center Advisory Board, the Utah State Bar Ethics Advisory Opinion Committee, and the Board of District Court Judges. Judge Peuler served on the State Commission on Criminal and Juvenile Justice from 1998 to 2006. She is a past-president of the David K. Watkiss-Sutherland II Inn of Court, and served as associate presiding judge and presiding judge for the Third District Court from 2001 through July 1, 2007. She is a Fellow of the American Bar Foundation. Judge Peuler received an award of special recognition from the Utah State Bar in 1992 for her work as a court commissioner. She was honored as Woman Lawyer of the Year in 1999, and as Judge of the Year in 2007. 09/08

JUDGE ANTHONY B. QUINN

Judge Anthony B. Quinn was appointed to the Third District Court in September 1997 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit and Tooele Counties. Judge Quinn received a law degree from Brigham Young University in 1980 where he served as Note and Comment editor of the Brigham Young University Law Review. After a one year clerkship with U.S. District Judge David K. Winder, he maintained a civil trial practice until his appointment to the bench. Judge Quinn is a member of the Utah State Bar, the Tenth Circuit Court and the United States Supreme Court. In addition to his work as a judge, he has acted as an adjunct professor at Westminster College. He has served on the Supreme Court Advisory Committee on the Rules of Civil Procedure, the Executive Committee of the Salt Lake Area Safe at Home Coalition, and the Board of District Court Judges. 09/08

JUDGE ROBIN W. REESE

Judge Robin W. Reese was appointed to the Third Circuit Court in March 1987 by Gov. Norman H. Bangerter. He became a judge in Third District Court in July 1996, and serves Salt Lake, Summit, and Tooele Counties. Judge Reese received a law degree from the University of Utah College of Law in 1980. He was an attorney in the law firm of Tibbals, Adamson, Peters & Howell from 1980 to 1981, and a Deputy Salt Lake County attorney from 1981 until his appointment to the bench. Judge Reese served as a member of the Supreme Court Advisory Committee on the Rules of Criminal Procedure, as presiding judge of the Third Circuit Court from 1992 to 1995, and as associate presiding judge of the Third District Court from 1995 to 2001. He also served on the Utah State Bar’s Courts and Judges Committee from 1989 to 1990, and as a member of the Court Technology Subcommittee. 9/08

JUDGE STEPHEN ROTH

Judge Stephen L. Roth was appointed to the Third District Court in January 2002 by Governor Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. Judge Roth received his law degree from Brigham Young University in 1977, graduating cum laude. While there, he was a Note and Comment editor of the Brigham Young University Law Review. Judge Roth served in the United States Marine Corps from 1970 to 1974. He worked as an associate at the Seattle firm of Bogle & Gates from 1977 to 1978. Judge Roth was an associated and then member of Snow, Christensen & Martineau in Salt Lake City until 1991, when he became an Assistant United States Attorney, working as a trial lawyer in the civil division until appointed to the bench. He has been an adjunct professor in the trial advocacy program at the University of Utah College of Law since 2002. Judge Roth is a member of the Utah Supreme Court’s Advisory Committee for the Rules of Professional Conduct and serves on the executive committee of the Safe at Home Coalition. Judge Roth is a member of the Aldon J. Anderson American Inn of Court. 3/08

JUDGE RANDALL N. SKANCHY

Judge Randall N. Skanchy was appointed to the Third District Court in January 2001 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit, and Tooele counties. He received a law degree from Brigham Young University in 1980. At the time of his appointment to the bench, Judge Skanchy was with the law firm of Jones, Waldo, Holbrook & McDonough. He has 21 years of trial experience as counsel in civil and environmental matters in state and federal courts. Prior to his appointment to the bench, Judge Skanchy served as an arbitrator for the National Association of Securities Dealers and handled environmental state and federal superfund matters throughout the western United States. He served as chair of the Utah Food Bank from 1996 to 1999, and as a member of the Community Services Council from 1996 to 2000. He serves as an adjunct professor for the John B. Goddard School of Business and Economics at Weber State University. Judge Skanchy is a member of the Utah Judicial Council's Ethics Advisory Committee and the Executive Committee of the Utah State Bar Litigation Committee and the Board of District Court Judges. Judge Skanchy is located in the Scott M. Matheson Courthouse and assigned to a criminal calendar and as one of the Third District Court’s Drug Court judges. 03/08

JUDGE KATE A. TOOMEY

Judge Kate A. Toomey took the oath of office in January 2007 after her appointment to the Third District Court by Gov. Jon M. Huntsman, Jr. She serves Salt Lake, Summit, and Tooele counties. Judge Toomey received a law degree from the University of Maryland in 1991, then served as a judicial law clerk with the Maryland Court of Special Appeals, after which she joined the Maryland Public Defender's Office. In 1993, Judge Toomey became an associate with the Salt Lake City law firm Anderson & Karrenberg until 1996, when she joined the Utah State Bar’s Office of Professional Conduct, eventually serving as Deputy Counsel. Judge Toomey was the managing editor of the "University of Maryland Law Review," the managing editor, then editor-in-chief of "Voir Dire," and a member of the Executive Committee of the Utah Bar Journal.Judge Toomey serves as a member of the Utah Supreme Court Appellate Rules Advisory Committee and its Advisory Committee on Professionalism. She was elected to the Board of District Court Judges in 2009. Judge Toomey is a board member of the Utah Foster Care Foundation and serves on its Executive Committee. She is a member of the David K. Watkiss-Sutherland II Inns of Court. 9/09

JUDGE VERNICE TREASE

Judge Vernice S. Trease was appointed to the Third District Court by Gov. Jon M. Huntsman, Jr. and sworn in February 2007. She serves Salt Lake, Summit, and Tooele counties. Judge Trease graduated with a Bachelor of Arts degree in International Relations from Lewis and Clark College and received a law degree from the University of Utah College of Law in 1988. Prior to her appointment to the bench, Judge Trease served the community of Salt Lake County as a public defender attorney with the Salt Lake Legal Defender Association. She was a senior trial attorney, capital qualified attorney, team leader, and assistant director of the office of more than 60 lawyers. She also worked at Utah Legal Services. Judge Trease has served as a member of the Utah Commission on Racial and Ethnic Fairness in Criminal and Juvenile Justice System and is a recipient of the Utah Minority Bar Association's Community Service Award. She is a member of the David K. Watkiss-Sutherland II Inns of Court.
